The real reason behind the carbon dividend is to offset the cost imposed on low income families by the carbon tax. So to those who might view it as a handout, we can say it is just giving their own money back to them. Of course some people will reduce their carbon footprint and end up ahead, while those who want to drive gas guzzlers and elect anti- renewable energy governors will pay more. That’s the point. But to a first order it is the people’s own money coming back to them. Also, we need to talk more about having a border adjustment to prevent companies from exporting pollution. Such a border adjustment to protect domestic industries is only allowed by the WTO if we have a carbon tax of our own. That is only fair, and it’s very important to convince those who are worried out hurting domestic industry.
